Doctor fined for fly-tipping in Bushy Park
A doctor has been fined £1,495 after he was convicted for fly-tipping in a Bushy Park car park.
Dr Liam Scott unloaded wood and composite materials from a van and dumped them in a fenced area in the Bushy Park allotment car park in April.
When requested to remove the materials by three allotment holders Scott refused and left the site, leaving the waste.
After obtaining witness statements from the allotment holders, a DVLA record check was carried out and showed Scott, of Stanley Road, Teddington, as the registered keeper of the vehicle.
Notice was served on Scott in May, under Section 17 of the Greater London Council (General Powers) Act 1972 requiring information on who was in control of the vehicle when the illegal deposit of waste occurred.
After failing to attend a hearing at Richmond Magistrates’ Court on October 2, he was convicted and fined £700 with additional costs of £780 and victim's surcharge of £15.
The council’s cabinet member for environment, Councillor Virginia Morris, said: “Not only is the illegal dumping of rubbish damaging to the environment and costly for the council to deal with, it is also a serious criminal offence, which can lead to imprisonment or, in this case, large fines.
“Thanks to the hard work of our environmental enforcement team and their lengthy investigations, we were able to bring offences like this to the public’s attention as a clear message that such criminal acts will not be tolerated, nor go unpunished.”
